Hebei Provincial Institute of Metrological Supervision and Measurement (HEIMSM), formerly called Hebei Province Measurement Testing & Research Institute, was established in 1995. It is both the provincial examination and determination agency designated by the administrative departments for measurement of the Hebei people’s government and a comprehensive technological organization specializes in the measurement examination and determination, calibration and testing under Hebei Province Bureau of Quality and Technical Supervision.
　　Hebei Provincial Institute of Metrological Supervision and Measurement was established through the merge of Hebei Province Measurement Testing & Research Institute and Shijiazhuang Measurement Testing & Research Institute, approved by the relevant departments of Hebei People`s Government in Decemeber of 2002. It mainly is responsible for preserving, maintaining and applying the measurement standards that have been approved and established by the State, research and establishement of the highest measurement standards of Hebei province and the public standard instruments. It also takes charge of the transmission of measurement values in the local administration area and unifying work of the measurement values.It also undertakes the compulsory inspection on the measurement instruments organized by the provincial legal measurement technology organizations throughout the whole province and Shijianzhuang city, and the gurantee work of prophase for the measurment management and administrative law enforcement. It also takes the responsibility to launch the research on metrology and testing technologis, responsible for the drafting work of the measument technological rules and the training on the measurement technicians. It also provides the measurement examination and determination, calibration and testing as well as consulation service for whole society and undertakes the measurement arbitration examination and determination work and all other work designated by the legal measurement technology organizations throughout the whole province and Shijianzhuang city.
　　There are total 226 people under its employment, among which 7 are senior engineers with professor tiles and 1 people has the subsity granted by the State, and 2 people are young experts who have made outstanding contributions for Hebei Province, 3 are the members of the National Council on Measurements, 41 are senior professionals and 47 are engineers, 58 are assistant engineers. Now it possesses a fixed capaital of over 16 million Yuan and more than 2,100 sets of testing devices, covering an area of 10,100 square meters with a constant temperature area of 4,000 square meters
　　Since established in 1980, Hebei Provincial Institute of Metrological Supervision and Measurement has made fruitful achievements in its research work. It ever undertook more than 70 items of scientific research projects and got the scientific and technological progress prize in 25 items, also made and modified over 40 regulations on measurement examiniation and determinatin, filling in the gaps in the revelant fields of science and technology of our country or Hebei province.
　　Hebei Provincial Institute of Metrological Supervision and Measurement has set up 27 departments for testing work, dealing with various fields including length, temperature, dynamics, electrics, optics, wireless set, chemistry and flux. Meanwhile, they also take charge of the measurement examiniation and determinatin on the balances, fixed pack, call charger, petrol filler, taximeter cables and wires, environmental protection equipments as well as traffic inspection devices. Many quality inspection organizations like Hebei Quality Supervision Station of Measurement Instruments are established here including the quality supervision & testing stations for information products and network projects, pump products and rolling bearings.
　　HEIMSM has 190 items highest measurement standards of Hebei province and 273 examination & determination and calibration projects that have been authorized by National Administration of Quality Supervision. HEIMSM got the authorization of the National Laboratory Accreditation Board in 2000. Up to now, the examination & determination and calibration projects with the authority have amounted to 190 items.
